Eric,

Great trip to Russia!! Look forward to connecting this week on a number of fronts.

One quick item to address; please do not communicate directly with Fuad Mehtki of Uralsib Financil Corporation, Andre Knaub of the Tominsky Refinery, Svetlana Anikina, Bakhyt Ibragim or Yermek Kaparinov from Sakura Oil Trade. I will handle all communication related to working with them and their firms as it pertains to Arrow. We do not want to confuse them or the relationship, and they have each asked me to ensure this is the case.

I would also, as one of our action items, discuss how we clearly define your role, responsibilities as it pertains to working with Arrow and DLA – Energy contracts and possible additional dealings. I know this is on your agenda list as well to discuss with Mr H, so having that clearly defined would greatly help. (from my perspective I would very like more involvement, and could recommend some SoW areas of support, however realizing we need to get it defined and approved by Mr H …and of course balancing that with your Law Firm work load)

I head to DC today and meeting with DLA – Energy Liaison tomorrow to have them review some of our OSP as well as our commitment letters.
