You appear to have exhausted your remedies.  The Board for Correction of Naval Records (BCNR) can also consider petitions to upgrade discharges, but it has a three-year statute of limitations from the discovery of the error or injustice or from the time it could have reasonably been discovered.  It appears that you are outside that window.  You can certainly visit the website for the BCNR to see if it is worth your time to try to request a waiver of the statute of limitations in the interests of justice.  Our firm will not be able to assist you with this effort however.
