Ms. Riego,
It is extremely unlikely that any service would enlist or re-enlist  
your husband with an other than honorable discharge on his record.   
All of the branches of the military have been receiving a record  
number of enlistment applications and have had no trouble filling  
their quotas.  Getting a waiver is practically impossible.
