Yes, there are number of hosts in Libya that are infected with types of malware (such as the recently taken down "Rustock" and now the growing "Ponmocup" binary) that are resulting in rendering those IP addresses on blacklists. These types of malware are always going to be most popular as they are kits sold to users (typically non-technical criminals) for the purposes of them setting up their own botnets for fraudulent use and spamming activities.
