interesting new gov't tactic

They're planning to refer the Angell cases (OCS) to Non-BCD SPCMs.  Rationale is they can process them for OTHs afterward without being limited by the SEPSMAN provision that prohibits it after trial if a discharge was authorized but not awarded.  Pretty smart when they want to encourage deals requiring board waivers so they can guarantee commanders can get an OTH in a case.
