It ordered that the NMCCA make findings and return the case to them--not that the NMCCA should simply make findings. In other words, even without more briefing CAAF was not done with the case. The order directs the NMCCA to make the relevant findings then "return the case to [CAAF]." The NMCCA made its directed findings and now the case is with CAAF for a decision.
