Is that the final deal that was agreed to?  Why the changes other than dismissed with prejudice upon separation or retirement? 

If we drafted it, then why was that included?

The IO returned during the month of May.  He re-questioned the three individuals and had them submit new statements based on guidance received from  San Diego.
