It's the endorsements on Sullivan's application that are the MOST relevant, so they give us Sullivan's application (which really isn't very helpful, of course he's going to ask to stay), then try to HIDE all the endorsements on the pkg which will certainly speak to the importance of his remaining in place and thus make our case.
