Subject: Sgt Darby Parish NJP Issue TODAY Needs Guidance N, HF client, in SAN area. Contract signed 26May10 - for $10K Flat Fee, SPCM. Is arranging to pay toward $10K in @ 7 days. Popped for drugs - is SPCM issue. Security Clearance suspended (EWTIC-PAC) and sent to S4 to work. Today, command wanting to NJP him for Art 92, use of govn't credit card because same day he popped, his car was broken into - credit cards and check book stolen. Used Govn't card for a week or two until he could get replacement personal cards. NJP concerning second issue -- use of govn't cards. Command wants to NJP today on use of govn't credit cards or needs decision on refusing NJP and rolling into charges for SPCM. That is the significant question he needs answered.
