Haytham,

I looked at this for 10 minutes and was left with a strong impression that the report was comprehensive.  His psychotic symptoms didn't sound genuine because they were too vague and involved visual hallucinations, which are uncommon in most schizophrenic patients who are not substance abusers. 

I will look more carefully when time permits.  We are all working the weekend at the Pentagon to get a special report completed next week.

Uncertain.  I could review documents; seeing his medical/psychiatric records may be revealing.

Neal will tell you that I'm normally not so cagey.  I've been hearing that my new boss will clamp down on my freedom/autonomy.  He starts on 16 Apr.

By the way, the formality before was maily because there was another military person on the e-mail.  I don't need it myself.

Sounds like a bad 706 board.  The question of mental disease or defect at the time of the offense is almost always a more difficult question to answer. 

  

Iâm on a project with Headquarters Air Force right now and the project will not conclude until 15 Apr 10 at the earliest. 

  

On 16 Apr 10 I move up in my organization to Deputy Director and on that same day we get new AFRRI Director who will be new to the organization.  This leaves me unable to commit right now.  

  

What is your time line?  Where is Cpl Siddiqi now?  Does he speak English well?  The reason for the last question:  evaluations are more difficult and time consuming when there is a significant language barrier.

I am Nealâs partner.  He emailed you about a young man that I represent.  He has been diagnosed with paranoid schizophrenia by the 2 nd Marine Division psychiatrist.  The young man, Cpl Imad Siddiqi, is an Afghan immigrant to the United States.  He is accused of assaulting and conspiring to assault an Afghani man who was believed to be a member of the Taliban.  Ever since returning from deployment Cpl Siddiqi had been under tremendous mental strain.  He attempted to commit suicide 8 weeks ago and was hospitalized in the mental health ward at Bethesda for about 3 weeks.  Recently he underwent a 706 board with a psychologist who decided that he was competent to stand trial but did not comment on his mental condition at the time of the alleged offense.
