I am planning on doing a UCI but I need to do some research on the issue first. Not many cases on our very narrow issue. We have the government failing to act rather than committing an act.

Also, regardless, you may want to request Helland, Mattis, Walker, Redmond, etc. for the loss of counsel motion.
