The stip was because the PTA was going to be a non-plea.  We agreed for him
to accept NJP and to come in with a stip essentially admitting to the facts
that would allow the General to make a finding.  In light of the several
changes that the Government has required, including the guilty plea, I don't
think there's any longer a need for the stip.  He's pleading guilty and the
facts alleged are sufficient for the finding.  I prefer not to create any
more documents.  The number of iterations we've had to go through are making
this a precarious PTA.  The client feels like he's getting jammed.  He's
where he needs to be for us to get this done.  If we start trying to work up
stips we may not be able to get them done in time for the NJP and to all
parties' satisfaction.
