can maintain a relationship despite the sparing that takes place surrounding
these cases. I had a chance to digest the Vega IO report. His
report reflects that which I tried to communicate to you before the 32.
There are no sex crimes here nor violence against the girl. If you had heard
and her and her family testify you would know what an injustice the
investigation into the sexual misconduct charges has been. I am writing
to request that you speak with the CO to have him released from pretrial
confinement. He is not a flight risk and he is not a threat. The
last few months of their relationship he endeavored to get her to stay away
from him not the other way around. His release is the right thing to do
regardless of what you decide to do with the charges because the criteria to
continue him in confinement under R.C.M. 305 simply do not exist. With
respect to the charges –it may be too early- I can get you a PTA consistent
