This is not litigating the Article 32. And I don't want to get into a debate on what you mean by official correspondence.  Every communication I send out on a case is official regardless of the medium.  It was brought up during the 32 that NCIS took hand writing exemplars from Orcutt and her mom. In fact Orcutt stated that her writing analysis was completed. I was asking to have those reports if they are available specifically for consideration by the IO.
