I don't believe there are any risks. DOJ will step in and claim immunity.

Gentlemen,
I just spoke to Mrs. Edwards (signer of the document) and she said the only
way to get the investigation notes and the information as to whether or not
disciplinary action took place is through a subpoena.
A civil lawsuit against LtCol Bond and Col Smith could be filed in State or
Federal Court, but would likely be removed to Federal Court. Upon which a
subpoena could be issued for the IG investigation and whether or not the
Marine Corps found any fault against LtCol Bond and or Col Smith. If they
did, along with the email that would meet the burden of a preponderance,
although the email speaks for itself.
What are the risks to filing a civil suit at this time or in the near
future?

Any idea as to whether LtCol Bond and or Col Smith were censured in any way?
I want a copy of it for civil purposes. Do I need to make a FOIA request? Or
does that require a lawsuit to be in place and a subpoena from the judge?
