matter requires immediate attention. He is trying to have the CG set
aside his NJP and BOI decision and retain him in the Marine Corps or persuade SECNAV
to not reduce him in grade. If you get the documents today or by early
next week I request that Eric begin to review if he has time. If he does
not, then please ship them to me via FEDEX. I think there’re going
to be too many documents to scan. If you give it to Eric, please ask him
to call me so I can brief him and assist.

I
sent the documents via UPS next-day delivery yesterday. They should arrive
during business hours today. I attempted to organize them into the following
categories:
1. NCIS original ROIs, 20 May and prior. These were the ROIs as delivered to me
by counsel. I stripped all of the other attachments, exhibits, etc out-since
most of them were superfluous receipts, etc.
2. Pertinent exhibits. These were primarily statements written by the
witnesses. The primary witnesses are Lt Ballard, Cpl ( now Sgt) Katzman, HM2
Edwards, and SSgt Salois. I grouped their statements by person, they normally
include an original statement written to the MNF-W IG, and then a follow-up
statement/s to NCIS.
3. NCIS ROIs which were not provided to me until after an NJP in August 09, and
a BOI in November 09. The dates I received them are listed on the dividers.
4. NJP-related documents.
5. BOI-related documents.
6. Documents related to possible misconduct on the part of MARCENT attorneys.
7. Documents possibly supporting whistle-blower protection.
I think that's the order I put everything in. All sections are
tabbed in an attempt to expedite research/familiarization. Please contact me to
acknowledge receipt, and for anything else you need.
Additionally, call me to revisit our payment attempts. I don't
understand what the problem is with the card, since I've used it 5 times at
various establishments in town. I'll try to contact Navy Fed to remedy the
problem before you call.
