Request for an investigation into witness harassment and tampering in an adverse administrative proceeding

I am a retired officer and civilian counsel retained to represent PFC Shane Colyer, a member of your command –Company A, 2-28 Infantry. Over the course of the last two weeks I have discovered a disturbing pattern of witness harassment and intimidation that seeks to intimidate the witnesses into not testifying favorably in the PFC Colyer matter.
