Payroll Tax Cut Extended The Temporary Payroll Tax Cut Continuation Act of 2011 temporarily extends the two percentage point payroll tax cut for employees through Feb. 29, 2012. Employers should implement the new payroll tax rate as soon as possible in 2012 but not later than Jan. 31, 2012. New Federal Posting Requirement Applies to Virtually All Employers The National Labor Relations Board (NLRB) has issued a Final Rule requiring most private-sector employers to notify employees of their rights under the National Labor Relations Act (NLRA) by posting a notice. Important: Because NLRA rights apply to union and nonunion workplaces, most employers will be required to post this notice. Absent another court stay or extension, the rule takes effect on April 30. Union Election Rule The National Labor Relations
Board has approved a set of sweeping revisions to the rules governing
union election procedures. The change was designed to speed up union
representation votes and possibly make it easier for organized labor to
