Mr. Faraj,

The vehicles must remain in place unless OFAC issues a specific license authorizing their removal for storage at a different location.  They may be moved once a license has been issued to a particular exporter.  The licenses are issued on a case-by-case basis.  Your clients should request such a license--if they haven't already.

Ms. Vaughn,

Thank you for your email.  Would you please provide me some clarification
regarding the statement that the vehicles may be moved and stored so long as
they remain blocked?  I inquired about that of Mr. Kane in August of last
year and was told that the vehicles had to remain in place.  The letter you
forwarded me today clearly indicates that the vehicles may be moved so long
as they remain blocked.  Please provide me guidance on OFAC's position.  All
my clients desire to have the vehicles moved to storage facilities to save
storage fees.  They understand that the vehicles will remain blocked pending
issuing of a license or resolution of this matter.
