RE: Afghan Bar Assoc Project

Neal:

It is good to hear from you and I am very glad to hear that you and your firm are involved in this unique project.

I am forwarding you an email from our Executive Director, Karen Gould, (see below) that sets forth the bar’s tentative plans for the visit April 23, 26 and 27.  She said that there are also plans in the works for a dinner Monday night.

Karen also expressed what wonderful news it is that you all are involved and providing a Virginia lawyer contact in this endeavor.  She wants to facilitate communication, and notes that social tips would be most appreciated in terms of dos and don’ts (e.g. alcohol, Islamic meal issues, etc.)

Best regards.

The president of the Afghan Indep Bar Assoc and his interpreter have been invited by Manny and Jon to come to the VSB for a “study tour.”  They will be here 4/23 and 4/26 and 4/27.  I have broken those days up into regulatory and non-regulatory study days.  4/23 will be a regulatory day.  They will start with attendance at a Disciplinary Board hearing (Paulo’s has been chosen because of the location of the hearing at the SCC).  Ned, since you don’t have a hearing that day, I hope you can meet them that morning, give them a brief overview of the disciplinary system and what the case is about, the range of disciplinary sanctions, how the system operates, etc.  I don’t suggest that they stay there for the entire duration of the hearing, but I leave it to your discretion how long they should stay or whether you want to hand them off to someone like Brent to assist you.

Jim, et al.  After Ned is finished with the Discipline system, I would like for Ethics to do a review for them on UPL, advertising, the Legal Ethics Hotline and our ethical rules (in whatever order and fashion you deem appropriate).  The print copy of the Professional Guidelines will be here before then so we’ll be able to give them copies of that.

This should take most of the day, but I may plan a tour of the capitol for them mid-afternoon to give them a break.

Any suggestions that you have on how to organize this or other topics to present would be most appreciated.

Ned,

Our newest partner, Retired Marine Major Eric S. Montalvo, is a close friend of and unofficial U.S. liaison for the President of the Afghan Bar Association.  Can you send me information about what the VSB is planning with regard to his upcoming visit?

It would make our job easier in in facilitating his visit.
