  Any luck with Mr. Owens?  I spoke with the SJA for MCCDC, and the affidavit should suit our purposes.  I would recommend submitting your PTA along with the affidavit so we can take care of it all at the same time.

I am about to send a shell 34 advice ltr to the MCCDC SJA.  They are going
to put this in front of the CG early this week.  All indications are that
they are going to refer, but I think we can sway the thought process with
NJP deal and RILT.
