Thank you everyone for the continued efforts in communicating concerns and
asking our elected members of council to
resolve this situation. FYI, below is what I wrote to each of our members
several weeks ago. I agree that the association appears to be doing less
enforcments of CC&R's now.
We live in Village V, and have been happy members of this fine community
since 2002. We are hoping we can get this street light issue resolved to
everyone's
satisfaction as quickly and efficiently as possible. The following are our
main reasons for concern;
1) Safety.
a)We no longer take walks in the neighborhood in the eves as a family.
b)Increased difficulty w/ visibility while driving, my vision is perfect
but what about someone whose is not, and coordination and reaction is
compromised because of age or another condition?
c)Does this create an even larger liability exposure for the city?
d)The possibility of increased crime
2)Compromises the attractiveness of our community
Please help us in finding a viable resolution. We thank for your service and
all that you do for us.
Best regards,
George

Elise, you are right. I wrote a very strong e-mail to the city. I think I
shall send a similar e-mail to the RDO. Fifteen years ago I moved here, I like
the association because keeps the neighbors from doing crazy things to our
streets, keeping cars out of the streets, maintain colors and landscaping that
make sense, etc.... But lately, the premiums are a lot higher, the control
over the owners is less and less, they don't really do much for us, i don't
see much enforcement, and now the city is trying to get out of the maintenance
also. i walk my dog, i'm glad the "daytime hours" changed recently, otherwise,
all my walks were completely at dark. Let see what either one do something for
us.

Ms. Sanchez:
As I type you this email I am staring out
into a very dark street, itâs been 2 Â months now without streetlights. I
am wondering about the potential danger that lurks out there and hoping and
praying that our neighborhood stays safe for one more dark nightâhoping
that the kids laughing, playing and riding their bikes donât get hit by a
car that doesnât see them or that the people walking their dogs
donât get hit by a car. Iâm hoping that a criminal doesnât
take advantage of the darkened streets to commit a burglary or worse a
violent
crime against some innocent people.
And why all these concerns? One reason:
Because the City of Oceanside
and RDO are caught in a financial power struggle that is more important to
them
than the safety of our neighborhoods.
Is that really fair to all of us?
Itâs time to put your differences aside and resolve this immediately.
Is this financial power struggle between the City of Oceanside and RDO
really
worth the potential lawsuit the City and RDO face? How much more money will
that cost?
The residents deserve an answer NOW as to
when the new streetlights will be installed. Please donât give us
anymore excuses on who shall pay for it and when. Just install our new
lights.
Sincerely,
Elise Hartmann

Dear Rancho del Oro residents,
Thank you much for your e-mails regarding this very critical
issue. We have been working jointly with your HOA board to come up with a
solution on how we can help replace the neighborhood's street
lights. I am very anxious to avoid any possible public safety
issues. I care very much about our children and their safety.
This evening, the city manager addressed this issue at the
city council meeting. Although he talked during a period of time on
the calendar entitled, "public comments on items not on the agenda,"
we wanted to make sure you knew that we are all working on a solution.
Again, thank you for all your e-mails. I will be
following up with our city manager and city attorney to ensure this problem
is
taken care of.
Best regards,
Esther
