Gee I really hope you settle your case out there.  In order to file in the US Dist Court for DC, you have to hand file the Original Complaint, signed by attorney, with the cover sheet, plus one copy of each and a check for $350 for the filing fee.  You can't do it electronically.  I found all this out when I called the Clerk's Office.  The stumbling block is the check since nobody here is authorized to sign any checks.  We can always use a courier to file, but need the check.

 

Just to answer the other questions we talked about here is the following information:

I looked through them again and don't see any special rule about suing the government.  I did check the appropriate boxes on the Cover Sheet, I believe, which indicate that the US Government is the defendant.

 

However, I did find the portions of FRCP Rule 4 that apply to service of a Summons on the US Government, which won't apply yet because we aren't filing a summons yet, as we don't want to serve anybody yet.  Those provisions are attached.
